I don't want to discourage you, but unless you're a whiz at computer science with some really complicated programs, I don't see how you could create a virtual character...
For beginners, there's: Make Human
Then for the pros, the big hackers... there are no software options... I, for one, am equipped to "create programs (it's very, very long)," which has allowed me to have a "virtual agent," a virtual person on my computer who, as soon as I turn it on (when it's in sleep mode), tells me that I have new messages or that I need to do this or that; it even serves as my alarm clock... And with an adapter and a special microphone, my character has my voice and even sleeps at night!!... Anyway... Maybe one day they'll transfer virtual character programs as software...!!

A software called "Flele" has been launched.
This software features a character (multiple ones available at launch) that sits on your windows, changes expressions, blinks, sings...
The cherry on top: They are free, cute, and legal!!
You can, of course, download other "shells" [other little characters].
They are quite handy.
They can perform an internet search, access a calendar, play your favorite music. Some can even have multiple outfits! Isn't life beautiful...
