You need to go to app notifications. Sound and disable the notification blocking for messages.

There are several things to check:
1- the ringtone volume:
press the volume + button and then the small arrow " \/ " to the right of the white rectangle that appears.
set the "notification" volume to maximum.
2- go to settings,
section "device"
-> "sound and notification"
-> you can adjust various settings for SMS, email, etc.

it seems to me that it can only vibrate for notifications, but in some versions, you can set a mode where notifications can still have a ringtone.
