Hello,
In the case of a standard line passing through the wired network (Orange, formerly France Telecom), it is perfectly possible to listen in on a phone. You just need to connect to the two appropriate wires in the distributor serving the line or between the distributor and the home where the phone is located. The most complicated part is finding the right wires or obtaining the wiring plan of the distributor.
You could even connect a tape recorder to it.
