In your opinion, is it legal to buy a license on this site?

I have doubts considering the prices and the lack of legal information!
And since I'm almost sure it isn't legal, where do they get the licenses from?
Any ideas?

from my recent personal experience (01/07/2016), I can say that I was also hesitant...
since it wasn't my private investment (purchase for my company), I took the plunge...
result:
request to buy a Visio Pro 2016 license: 49€
payment via Paypal (indispensable in my opinion).
sequence of events:
- link received by email (to a .iso) within minutes, valid for 3 hours!!!
- so-called fast download... I had a real 5Mb and through the link, 1M... alright.
- The activation code is provided (text, copy-paste) via email with the
download link.
- Here, little issue... I didn't notice that the link was for Office Pro 2010 and
in the wrong language... the code does not work :-(
- Reaction: Paypal dispute (without hesitation) and refund request.
- Seller's response: refund refusal and direct contact via email (about 20min)
- Explanation of the problem (in French) and quick seller response.
- Result: after several exchanges, the seller sent me a link and an
activation code.
- In the end: The software is installed and works for 1/10 of its price.
- In 10 minutes (of email exchanges) after the seller's first response,
I had the right link and the right code. (so problem solved in 30 minutes...
Microsoft can’t do better, I think)
Questions:
1) How long is the license valid? (unknown, 4 days of use)
2) Am I an isolated case of success? (possible)
3) Will I buy again on this site? (yes, I think)
Advice:
!!!!!!!!!!!!!ALWAYS USE PAYPAL!!!!!!!!!!!! (or another intermediary...)
