Memory saturated (GTA 5) on Windows 10

Hello, I've been having a memory saturation problem with GTA 5. I've tried everything before posting on this site but couldn't find a solution, so I'm a bit stuck :/
It's been 2 days since I've had this problem. As I'm learning about computers, I've tried various basic fixes..
The issue occurs during the game loading and it only happens with this game.

I've tried disinfecting with:
- AdwCleaner
- RogueKiller
- Malwarebytes
- Emsisoft Emergency
- KVRT

But nothing changes.

I tried booting from my other hard drive with Windows 7 and with the same game installation (the game is shared on the same drive for both my Windows 10 and Windows 7)

And on Windows 7, there are no issues.

I attempted a restore point from when it was working, and it's still the same.

I also tried on a friend's Windows 10 PC and it works perfectly for him.
I have no mods on the game; I've removed everything, so the game is vanilla (for online).

Still the same issue after the memtest which passed successfully... my memory has no problems, my processor shows no issues, my graphics cards have no problems, and the motherboard has no problems... I have no viruses, I tested the game on 2 different hard drives, one of which is an SSD, I don't understand... and on Windows 7 no problems, but well, the performance in the game is worse than on Windows 10.

Have you tested your RAM?

Yes, I tested it and there were no problems, everything went smoothly.
