How to turn off power saving mode?

Hello,
I can't open my computer, my screen stays black. When I close it and open it again, it says "power saving mode" for 1 second and the screen goes black again. I can't even access my control panel on my PC.

Configuration: iPhone / Chrome 49.0.2623.91
