Normally yes, here’s how to proceed:
To open the Ease of Access Center, click on the Start button, then on Control Panel, then on Ease of Access, and finally on Ease of Access Center.
Click on Make the mouse easier to use.
Under Control the mouse with the keyboard, check the box Turn on Mouse Keys.
