Hello,
For Word 2016, almost all my text is underlined in red.
In my options, the default language is French. The checkers are enabled.
However, when I click on the little book with an X at the bottom of the screen, the English language appears and the spell checker suggests English words. I tried selecting all my text to change it to French, but you can only correct one word at a time.

Hello,
It is possible that Word is configured for multiple languages. Take a look in the "Word Options": click on the Office logo in the top left and at the bottom right of the frame that appears: Word Options.
In the "Proofing" section -> at the bottom "Language Settings" -> a window opens.
In "Enabled editing languages" you can remove any languages you are not interested in and leave "French (France)". See what results for your doc.

if I understood correctly, the status bar at the bottom of the screen shows that English is selected, so click on English in that bar, an assistant will open, select French (France), then click the Set as default button and OK
