Problem calling France to Spain ....

Good evening,

here is my question:

I called an acquaintance who is in Spain using my mobile (on theirs)
and I couldn't reach them: a message appeared on my phone saying "service unavailable" accompanied by a strange ringing sound.

I also couldn't access their voicemail to leave a message.

Is this because they are in Spain and I am in France, or is it "just" an issue with one of our two phones?

    I just called Bouygues, I have a néo.2 plan. The person told me:
    If I call from Spain to France, it's directly out of plan, I pay €0.55/min. If someone calls me, it's €0.26/min. A sent SMS costs €0.30 and received is free.
    To call, I need to dial +33 (then the number without the zero), but if someone calls me from France, they just dial my number normally.

    In my opinion, if you want to call a French mobile phone from abroad (call or SMS), you just need to add the country code (for France 0033 or +33) before the number, while removing the first 0. This gives us, for example, +33 6 78 90 12 34.
    Similarly, if you want to call a foreign number from France or even abroad, you just need to add the country code.
    +39 for Italy
    +49 for Germany
    +32 for Belgium,...
    However, it isn't always necessary to remove the first digit after the country code.

    On the other hand, I don't know anything about the technical side of things; it may be that even if you dial the correct number, it might not be accessible because the phone is too old or because you need to activate an "international calling" option.
