Received phone calls from a number with a non-existent area code

Hello, I receive phone calls on my landline from a number with the code: 0548, but the code 48 does not exist! How is this possible?
Of course, there is never any communication, what kind of scam is this?

The +548 is Turkey.

Avoid replying, it's a scam... And you risk getting a hefty bill.

Thank you for this explanation, but the caller ID displayed on my landline is not +548_ but 0548. If this call were coming from abroad, the number displayed should normally be +33----, right?

+33 is only for calls coming from France when you are abroad.
