New Vibox PC starts then shuts down

Hello,

As stated in the title, I just bought a tower (Vibox panoramic 7) through PriceMinister. However, I just received it, and after connecting everything as indicated, my tower lights up, spins a bit, then turns off and restarts by itself after about a minute.
Additionally, I connected my tower to my TV via HDMI (Samsung 127 cm full HD screen), but the screen remains black.
I would like to point out that no operating system is installed on the PC, but I have Windows 7 Pro on a USB stick that is supposed to be bootable for installation without a CD.
If you need more information, please let me know, and I will respond as quickly as possible.
I hope my message is detailed enough to receive simple help without causing too much trouble, and I thank you in advance for your responses.

Hello,

You should check the boot order of the devices in the BIOS, so that your USB drive becomes a priority and is launched first.

However, I’m not very familiar with this area, so this already gives you a lead; I’ll let someone more knowledgeable than me explain it to you in detail if you need.

How can I access the BIOS if my screen remains black?
Is the black screen a problem because of the lack of operating system?

Hello,

Here are some updates about my PC...

Now it starts up and doesn't shut down; it runs continuously, but there is still a display issue, my TV still shows "No signal". I bought a VGA cable (Male/Male) and a VGA/HDMI adapter since my TV doesn't have a VGA port, but the problem persists.
So I am unable to access the BIOS so that my tower can read the USB drive to install my Windows 7 Pro.

I dismantled my tower (without knowing much about it) and saw that a yellow cable with a 4-part connector (4 square ends that form a square *Magical*) is not plugged in. I don't know if that's the issue or not, but given its size and that no connection is possible nearby, I don't think it is.

I apologize for the lack of clarity; I'm not really tech-savvy, I'm doing my best.

Hoping to hear back soon before I send it back in its huge box.
