Membership card software for associations

It's a new association with very little "funds," I would like to be able to create membership cards with software.
If someone knows of a software that can be downloaded to make the membership card, that would be great.

    A priori, we don't need specific software.
    It's enough to buy A4 sheets pre-cut to the desired format.
    Then use a word processor (Word or Open Office) and take advantage of the "create and print business cards" function.
    We can also use "Publisher," which, I believe, has predefined templates.
