I'm trying to create a PDF with Adobe Acrobat 7.0 using a Word (2003) file, but the footnotes are not active, meaning they do not display when hovering the mouse over the note reference in the text.

Hello,
If you have the full version of Adobe Acrobat and it was installed after Word, you should have an additional menu in Word 2003: "Adobe PDF".
To activate the links between the footnote references and the corresponding notes:
- click on the "Adobe PDF" menu
- then "Change Conversion Settings"
- in the "Word" tab, check "Convert footnote and endnote links"
For conversion, go through the "Adobe PDF" menu and click on "Convert to Adobe PDF format".
In the PDF, the tooltip does not appear when hovering over the footnote reference as it does in Word, but you will be able to click on the footnote reference to access the note.
I have one reservation about this functionality, but it is significant:
I am providing you with this instruction manual for Word 2003 and Adobe Acrobat 9 because I no longer have version 7 on hand.
Footnote links did not always exist, and Acrobat 7 is rather old. I do not remember if it was already operational in that version.

I checked the footnote option, but when you click on one of the footnote references in the text, the link directs you to the last page of the footnotes at the end of the text instead of to the note itself. Additionally, the numbers of the footnotes at the bottom are not clickable to return to the text.-
As I told you, I no longer have Acrobat 7. But regarding the first part of your response, as long as the link works, I am surprised by this "anomaly." I think it may be due to your display possibly being "continuous." Try using the "Single Page" display mode.
However, going back to the text is not provided for, nor is it in the newer versions.
But, since you have the full Adobe, you can create it.
You might want to try installing PDFCreator (free) and do a test to see if the result is different.
