Windows Group Strategy Client Service Bug

Hello everyone!
I'm posting this topic because I have a serious problem with my computer. Every time I start the PC, an error message with a padlock icon appears in the notification center: "Could not connect to a Windows service. Windows could not connect to the Group Policy Client service. This problem prevents standard users from logging in. As an administrator, you can review the system event log for details on the issue."
On top of that, I can't right-click without Windows Explorer crashing (I have to restart it every time), certain applications no longer work (for example, Google Chrome won't open even though it's listed in the task manager, or Minecraft), and the PC is much slower than before. Sometimes, Steam shows me a message saying that it cannot connect to the Steam online services.
I've seen some problems roughly similar to mine on forums, but never any solutions. :-(
The issue is that I have no idea where this error is coming from. This morning I turned on the computer, everything was working fine. Then Chrome stopped working, so I decided to restart the PC, and since then this message has appeared and Windows is completely malfunctioning. I haven’t done any downloads and I haven’t installed anything. I thought about performing a system restore, but the restore point I created a few weeks ago no longer exists. Refreshing the PC might possibly fix the problem, but before doing anything, I preferred to talk about it here.
The errors it shows me in the event viewer are:
SidebySide - Application
Application Error - Application
Dhcp-Client - Microsoft-Windows-DHCP Client Events/Admin
Application Hang - Application
Perflib - Application
Service Control Manager - System
DistributedCOM - System
SharedAccess_NAT - System
I don't understand anything about what it's showing me, and I really don’t know what to do.
Does anyone know why I have this problem? Do you have a solution, and if so, what should I do?
Thank you in advance!

    Hello,
Who activated the group policy?? In general, it is used for computers that are part of a domain.
Look here, this may solve your problem.

Hello! I don't know, I've never dealt with that; maybe it has always been activated, but I don't know what it is and I don't understand what it's for.
And no, sorry, the link you showed me is not at all a solution to my problem...
