Connection refused... IP address used reported as open proxy

Hello,

Here is the error message I receive when finalizing my registration where everything else is "OK" on "Instagram"...

The IP address you are using has been reported as an open proxy... If you think this is an error....

Please let me know how to resolve this issue on Google Chrome...
