File in use ?? windows blocking

Hello, here is what Windows 8 replies when I try to cut and paste folders in order to organize them differently: the message says "this action cannot be completed because the folder or one of the files is open in another program."
I asked a similar question, but here I specify the error text precisely.

      Well, for a first question, it's quick. I'm going to see if it works now; meanwhile, thank you very much.
      A strange detail is that after a lapse of time and 4/5 new movements, the problem reappears in the following files. It's a strange problem.

      not resolved because it is more about deletion and not relocation. I'm experiencing the same issue with read-only mode!! it's crazy.

      if so, it's for the relocation too, it's the same principle, you need to close the windows or applications that use that same file!
      also check the properties for the rights you have and modify if necessary?
