How to Know When a Remote PC is Powered On

Hello,
I am looking for a software that runs discreetly and starts up with Windows, allowing me to know, from a remote PC, whether the PC with this "software" is turned on. This is for the prevention of PC theft or other issues. A nice bonus would be if this software could retrieve the box's IP so I could even locate it.
Let me explain again:
PC 1 has the "secured" software (the one that informs the securing PC whether it is on). PC 2 has the "securing" version. For example, if PC 1 is stolen and the thief connects to the Internet --> it discreetly sends its IP to PC 2.
Best regards,
Maël

Configuration: Windows 7 / Chrome 36.0.1985.143

    Good evening,

    hum hum hum!

You activate the remote control of your PC1 box, connect to it from any remote PC and you see the connected devices. You know the MAC address of PC1 ... you know if it is connected ( meaning powered on )

I won't say more, because what I also read as a question is:

I want to steal PC1 and I would like to know if I can be tracked because a tracker might have been installed on it.

I will report your question immediately to CCM

In computing, 99% of problems are between the chair and the keyboard.

(Given that if it is stolen I don't have the PC... and therefore I don't have access to the box)
