I had the same issue with 829 instead of Douglas, on 06/17/14 on my card for the same amount. It would be an online payment company, but I haven't bought anything online for a while.

Hello, I had exactly the same withdrawal of €59 after paying €1 for obtaining a certificate of non-pledge.

Charged 59 euros just the same!!!
I requested a refund on the site http://mia-express.info.php/ but it no longer opens!!!
However, I was refunded the 59 euros 3 days later!!!! Nice surprise because I had called them all sorts of names!!

It happened to me on 07/05. I couldn't get my certificate on impot gouv so I came across this site www.service prefecture-com. I thought that for €1 I could give it a try. Today I saw that they charged me €59. So I sent a complaint message http://mia-express.info/, and I received a reply very quickly, see below:
