Utorrent refuses to download (the target computer refused it)

Help!
My problem, as the title suggests, is that I can no longer download torrents or magnet links.
Indeed, in the loading box, it is constantly saying "finding peers."
At first, I thought it was the software, so I uninstalled/reinstalled it, but nothing changed.
I have browsed numerous forums and watched many videos without ever finding a solution to my problem.
I then tried to manually open the ports on my livebox, but that did nothing either.
I even formatted my PC, and still nothing... I am desperate.

Messages from uTorrent:
"No connection could be established because the target machine actively refused it."

"

Hello, what is your Internet provider? It seems to me that your ports are not open. Utorrent tells you that the other computer has refused the connection because for it, that's the case, but I think that the Utorrent request hasn't even left your box, hence the need to have your ports open.

With the name of your provider, I will be able to give you the steps to open them ;)

Thank you for responding so quickly. First of all, I am using an Orange Livebox.

As I mentioned earlier, I have already tried to set a port: I used the same port as in my uTorrent settings.
That said, I am not infallible and will try again according to your instructions.

The problem occurred after a reset of my line and the Livebox because I no longer had internet; apparently, the line and the Livebox each worked individually but did not function well together.

Okay, well, I'm already worried about this operator because you have to call them to open ports.

So I encourage you to do it, give them the port numbers related to the torrent protocol. If they pressure you about illegal downloads, you can tell them that family members are sharing documents via the torrent protocol, which is completely legal ;)

Typically, your firewall handles port openings dynamically (you associate your server's executable with the port openings), so you add it to the exceptions in your firewall and that's it. It's not recommended to open your ports, but well...
