By default, the work surface will always be rectangular or square (for a circle, it will be a square).
Then it depends on the purpose of the document: You can materialize the round surface with a round geometric shape filled with the color "paper". In vector use, the color "paper" will be white and the rest non-existent. So you will have a white circle.
In image export (handling transparencies), the result will be identical, but only if the file format used supports transparencies (and you have checked the correct options during export!).
