03949 (not 3949): call from Pôle-emploi or scam?

Hello,
I recently received, at fixed intervals, calls without messages from 03949, according to my (landline) voicemail.
This number resembles the unique national number used by Pôle-emploi to deliver automatic messages reminding of the deadline for updating, except that they are not preceded by a zero in this case.
I went to an agency to report this phenomenon and, after asking the question in the offices, the receptionist formally replied "no" and invited me to write a letter on the matter, to the agency director's address.
Several internet forums have reported this issue for over a year and interpretations vary: scams, identity theft...
People have responded or called back (it's not always very clear) and sometimes say they encountered a call center noise or were asked to press the "#" key (and that's it): nothing very coherent.
My question is as follows: Could this call still originate from Pôle-emploi but be part of a more "manual" procedure (like "outgoing call", usually preceded by a zero)?
In that case, the information obtained at the agency would be false (this would not be the first time, especially during holiday periods).
