Once you have your video file on your PC (so your cartoon), either you find a free software to convert it to .mp4 format, which is the video standard for Apple.
Or you download an app on your iPad that allows you to directly put the movie in any format; I use PlayerXtreme for that, and to add movies to the app, I connect my tablet to iTunes and go to the Applications tab of my iPad, and at the bottom of this page, you click on the PlayerXtreme app, then Add File, and you look for your movie.
Then to play them, just use the app of the same name.
