11-digit number starting with +213?!

Hello, I've been receiving one or more calls every day for a week from different numbers, all starting with +213... After the second call (from the same number), there was a "voicemail," but with no sound, complete silence, not even background noise or anything...
Has anyone experienced this and knows where it's coming from? It might be nothing, but it's worrying me...

Configuration: Windows 7 / Firefox 21.0

If it's 00 followed by 213, it comes from Algeria. Probably an ad, I think.

It's +213 but I think the + replaces the 00 so yes that must be it. But I haven't given my number anywhere, so how can they have it for advertising? And I keep getting calls all the time... Is there anything I can do to stop this?

If putting you on the Pacitel list or even better on the red list helps, but you know, I still receive them too, but less, I think.

For me, it's every day; I even received one at 4 a.m. on Wednesday... it's not possible. I'll see what I can do, thank you!
