Receive calls without a SIM card?

Hello,
I wanted to know if it's possible to receive calls when the mobile phone doesn't have a SIM card? Let me explain.
It's a Samsung phone from which I've removed the SIM card and given to my daughter because I couldn't unlock it for another operator abroad.
So, this phone is being used as a toy.
However, this is the second time I've received a masked call. The phone rings and the number is masked even though there is no SIM card inserted inside. I'm hesitant to answer.
Is this possible? What do you think?

Indeed, a phone can receive and make calls even without a SIM card.
This is called "SIP" for "Session Initiation Protocol." Basically, the phone uses the internet to make and receive calls, messages, etc.
However, the phone must have access to the Internet, which means that the phone must necessarily be connected to Wi-Fi to receive a call. (Wi-Fi or other)
However, I don't have more information on SIP; I haven't had the opportunity to work on it.
