The error code 1314 means
"The client does not have the necessary privilege."
Therefore, I advise you to install the relevant software "as an administrator"! (from Explorer, right-click on the relevant executable and select the item "run as administrator")
Because don't forget that since UAC (User Account Control) exists, being part of the administrators group does not automatically mean that you have administrator privileges: they must be requested explicitly (unless the account that logged in is the "Administrator" account, whose admin privileges are always active).
