SP2 for Windows 7?

Caesar 4 is an old game, SP2 referred to Windows XP. Since then, we have had Vista and Seven, which have compatibility issues with older games. Try checking the publisher's website for any specific patch (update) related to recent versions of Windows. You can also try launching the game on Windows 7 in XP compatibility mode. Otherwise, check that you have a recent version of DirectX 9 installed (as Windows 7 typically uses 10 and 11); I had problems with old games that were resolved this way (go to the Microsoft France website, download, DirectX 9, and install it).
These are just a few suggestions since I don't have Caesar 4.

no, there is no SP2 for Windows 7.
You can go to
control panel
windows update
search for updates
and select and install everything it offers.
