My iPhone charges only when it's turned off.

Question

Hello, last night I saw that there was only 10% battery left on my iPhone, so as usual, I plugged it in to charge. The problem is that it doesn’t start charging; I don’t understand why. But I think the issue might be the iPod charger that I used for my iPhone since I've lost the adapter, or maybe I've overcharged it before, or it could be the little radio that I have where I connect my iPhone to listen to music. If someone could help me because I haven’t had my iPhone for very long, and it would upset me if there’s already a problem.
P.S: It's an iPhone 4, and it only charges when I turn it off.

Press and hold the home button and the power button for 10 seconds to perform a reboot.

lauramoxy, I have exactly the same problem with my iPhone 4s, which only charges when it's turned off. I called Apple, and they advised me to transfer all my data to a PC, reset my iPhone, and then transfer my data back since this issue is likely software-related and not hardware-related as I thought. However, when I connect my iPhone to my PC, it doesn't recognize it! I also tried using iCloud, which is a wireless data storage method, but I don't really understand how it works! Did you get any answers or manage to solve your problem? Thanks in advance.
