no because the RAM is connected to a slot that allows for high transmission speeds. Knowing that USB 2 port (for example) has a transfer speed of 480kb/s or about 5Mo/s, the bandwidth provided by RAM over USB (if it existed) would be ridiculous.
To my knowledge, there is no external solution to install RAM
