WHO responds to premium SMS services

Hello,

I received a text message from the number "O6xxxxxxxx" telling me to type "MSG" to 64646 to view messages left on my profile. Out of curiosity, I did it, and someone started a conversation. Obviously, every time I reply, I am charged for my premium SMS.
My question is: Who is behind these texts?

    But no, you shouldn't reply to that, it's overpriced -_-' ... We can't know who it is.

      It's like the people who call and hang up immediately so that people call back.
