How to create a dotted effect on an image

Hello,
I want to create a vector image from a black and white photo, but I want this image to be made up solely of black circles of different sizes, similar to Werner Jeker's work for the Odéon theatre poster (look it up on Google, I'm not sure how to explain this effect). Is there a filter or a manipulation I can use in Illustrator or Photoshop?

It's called halftone effect, you can do it on both software
in Photoshop and Illustrator you go to the menu Filter / Pixelate / Color Halftone and set all the channels to 45 and choose the pixel size you want
to vectorize the halftoned image in Illustrator go to the menu Object / Live Trace then click on Create and Expand
A tip for better results, I recommend adding contrast to your black and white image before going to the halftone menu
