Does a new SD card need to be formatted?

Hello everyone,
I have a problem with my SD cards. I bought 2 new SD cards and I'm having the same issue with both of them.
From the very first use, I insert the card into my card reader and a message appears: "The disk is not formatted" "Would you like to format it now?".
However, it is impossible to format them. Furthermore, using the cards on the PC is impossible.
Could anyone have a solution to my problem?

Yes, I had thought about the lock function that is on the side of the cards, but apparently the problem does not come from there.
