How to crop an image into a circle?

Hello,
I would like to cut out a photo or an element from a photo in a diameter of 25mm to put it in a cabochon :)

I can make a circle on Pixlr but I cannot enter a measurement in mm!

Can you help me? I don't have Photoshop and would prefer to do this on an online software, like Pixlr.

To summarize, I would like to create a 25mm circle that I can move over the photo to select the element I am interested in.

Photoshop wouldn’t give you anything more, and for this matter, it’s like using a hydrogen bomb to kill a flea larva.
Just take the old free PhotoFiltre, the new version is even better, make a round selection of about 25 mm, copy it, go to the image where this circle should be placed, and with the "Paste Inside" plugin, you paste it. You just need to save because it’s done. I don’t know if you’ll find what you’re looking for online...
