Black bars problem on TV connected to PC

Hello,
I connected my laptop to my TV with a VGA cable (DYNEX 24" HD1080p). At first, I had full screen on my TV from my PC image, but after I logged out and then logged back in, I had two black bars of about 1.5 cm vertically only, and since then, I haven't been able to get full screen 1920x1080 on my TV. When I go to the VGA option on my TV, it shows 1920x1080 60Hz, but I no longer have full screen like I did before logging out.
Can someone help me?
