Blocked IMEI, usable abroad?

Hello,

I was burgled, they took my phone that was lying on the table...
Following the usual procedure, I went to Orange to block my phone: the IMEI.
My phone has been found by the police.
I would like to know if now, moving to Belgium, the phone with the blocked IMEI will work, and if it will be usable with all operators.

    you just need to flash it to get it working again
    and you can also change its IMEI
    1
