Is this paid survey site reliable?

Hello,
I came across this site: https://www.surveyscout.com/ where you can supposedly make some money by answering surveys. Do you think this site is reliable or is it a scam?

    Googling a bit, you can see that it's a scam. The opinion of people on this forum seems to say that you have to pay to get a list of surveys. http://www.screwedcentral.com/ubb/Forum1/HTML/000417.html

    Why are the surveys in English? And why pay?
    There are plenty in French that are free... you can find some here:

    not only do you pay but on top of that it’s in English lol there are really websites that just don’t know how to scam people anymore ^^
