Unable to click top left corner

Hello,

I have a problem, I can’t click in the top right of my screen whether on software or a program. I’m waiting for your reply ;)

Configuration: Windows 7 / Safari 535.7

    Here are the screenshots, except you can't see the cursor but it's not a big deal.

    In the first image, my cursor was almost at the edge of the selected icon.

    In the second one, I shifted a bit to the left and there, the area is dead; I can't click or select.

    one question, why is your Windows toolbar vertical on the left?
    maybe that's what's blocking.

    I put it on the left for aesthetic reasons (in my opinion) and it helps to have a larger area to click because it shifts the icons.
    but I already tried setting the toolbar to default, that's not the problem
