I receive a call on my landline from this number: 008780233101102
Same thing, 15 digits. (internet phone via Livebox by France Télécom)
I receive this call quite often, when I answer there is no one on the line.
What I'm interested in is to find out who owns this number, it would help me understand why they call regularly and also why 15 digits?
If there is an option to block numbers with Orange, I'm interested in that as well.

Quick and effective solution...
You send a registered letter with acknowledgment of receipt to the public prosecutor of your department with the subject: Complaint against X for ....
In it, you write in detail the facts.
If you have detailed invoices of the calls, you must, of course, attach them.
Once you receive the acknowledgment of receipt of this letter at your home, go see your landline provider or, if there are no stores, call them.
With the letter and the acknowledgment of receipt, you request the identity of the person who is harassing you, and they will be obliged to provide you with the detailed contact information.
You can even request the blocking of incoming calls from that number on your phone.
