I want to program the F13 to F16 keys, giving them simple functions like "previous page" (on the web, for example). I can't find any answers anywhere, and we're being directed to Keyboard Shortcuts: but there, I don't see these numbers mentioned.

Hello,
You just need to program this shortcut yourself. You must strictly adhere to the existing menu text, including any ellipses if present, and then type the desired shortcut.
Example for the Safari text:

You can add another text along with the same shortcut. It's the active application that will respond.
