Crosshair Cursor

Hello,
I need your help with a problem that happens to me often when I'm on the internet.
Actually, the mouse pointer changes: instead of the arrow and its usual functions, the cursor becomes a cross (shape of "+") that no longer allows normal clicking! It only allows you to make a dashed rectangular selection and then it offers either "clip" or "print".
I'm using the TouchPad on my Toshiba Satellite, I think I'm making a wrong manipulation without realizing it but I don't know which one...

    Good evening,

    I have the same problem. It looks like a capture tool similar to the one offered by Windows 7, except that it triggers at any time and the only solution is to close all the IE windows...
    Apparently we have several points in common:
    1. A Toshiba. Mine is not a Satellite, but I suppose that like me, you have default programs that start up
    2. Windows 7
    3. IE8

    Here are the programs launching on automatic startup on my computer, can you tell me what yours are?
