Format SD card Kodak EasyShare Z740

Hello, I have a Kodak Easyshare Z740 that I haven't used in a long time.
I would like to use it but I can't format the SD card, which is new.
When the card is inside, I try to format it, and nothing happens. I also can't access the setup menu when the card is in it.
Can someone please help me?

    the memory cards that go in must not exceed 2 GB
