The option "propose to move in" is in the "friendly" interaction category, but for it to be available, you first need to take several friendly actions with the person so that the bubble in the top left says "machin thinks your sim is friendly."
In short, you chat a bit, give them compliments, that kind of thing, and then the option "propose to move in" will be presented to you under "friendly."
Otherwise, I believe that if they get married, the sim joins the household (I'm not sure about this, needs to be checked).

If they get married, they don't necessarily move in together; that just happened to me...

Personally, they are married, have two children, and still no proposal to arrange things, even though I moved ^^
