Administrator issue when installing Steam

Hello,
I recently purchased Saints Row 2 on PC. When trying to install it, I first need to install Steam. However, after launching the Steam installation, a window opened with the message "the system administrator has configured your system's policy to disallow this installation." HOWEVER, I AM the administrator. I've searched forums for a solution to allow the installation of Steam, but I can't find anything that works.
Can anyone help me with my request?

To remove administrator control: start => right-click on computer => manage => storage => disk management => right-click on your HDD => properties => "security" tab => at the bottom "advanced" => change permissions => after that I don't remember too well, but from memory: on "everyone" click on change and you check full control normally that checks everything you confirm and normally it won't ask you again "you need admin rights" or something like that.
It worked for me: I couldn't extract with winrar on my HDD because I needed admin rights and since I did that no more issues ;)
