Indeed, installing the HDD Protection Utility drivers resolves the issue of the hardware "with a yellow question mark" (without drivers installed).

Toshiba maintains a very extensive and well-documented knowledge base, utilities, BIOS, and drivers (for how long???).
I advise you to visit the "portable - archives" section and take some time to download what you need for your Toshiba machines, as well as the descriptions of these drivers and other user manuals, etc., if needed... or in anticipation of the discontinuation of this archive service.

Personally, I had the same "yellow question mark" issue in the device manager after a fresh "Windows XP Pro" installation, with the same device instance ID number (right-click -> properties of this device: ACPI\TOS620A\2&DABA3FF&0)... and installing the drivers fixed the issue).
