Diploma border with Photoshop

Hello,
I want to know if we can add page borders for a diploma using Photoshop. If so, how?

    Well, let's go for the simplest way then...
    You open your image, you open a new transparent layer, if needed you can double click on the background thumbnail to convert it to a layer (easier), you place the new layer under the background, you go to Image --> Resize --> Canvas Size, if you want a border 5px wide you add 10px in width and 10px in height, you fill the excess with the paint bucket (the color you want), if you think you're not comfortable either you zoom in or you hide the image layer (click on the eye) and fill the entire transparent layer, then you go to Layers and Merge Visible Layers or right-click and Merge Down if you only have two with the main image (the diploma for example).     Hello,

    I don't quite understand your question, borders can actually mean anything. Are you referring to things like this (either white or red or whatever) http://www.cijoint.fr/cjlink.php?file=cj201003/cijqRmGWQ8.jpg around a diploma, in short, a frame? Yes, we can, it's actually child’s play and that's why I think I might not have understood your question.... :-(((
