As a big fan of the game Oblivion, I would like to jump in.
In my opinion, the best solution is at the very beginning of the game, when you’re wearing the Amulet of Kings at Weynon Priory to give it to Jauffre. After your conversation with him, go talk to the two priests (Priest Maborel and another one whose name I’ve forgotten); Priest Maborel will offer you to take his horse, accept and you're good to go. The second one will give you a book that increases one of your skills.
Later on, if you don’t take the horse right away, you’ll have the opportunity to come back for it after closing the Oblivion Gate in Kvatch by bringing Martin to see Jauffre at the priory. If you accepted to take Priest Maborel’s horse, you can take it without stealing it, plus Priest Maborel will be dead by the time you arrive at the priory.
By the way, before leaving the priory to go get Martin in Kvatch, go talk to the blacksmith so he gives you a craft hammer, another piece of crap in your inventory that will be very useful before you go into battle against the daedra.
However, I remind you that horses can also fight during battles, but they can also die. So use them wisely.

Otherwise, in the assassin guild I think, after a while they give you a horse that defends you when you are attacked and everything.
You need to talk to the person who takes care of the horses inside the ranch cabin. Otherwise, do you ever explore the game by yourself? It's pretty basic to buy a horse in Oblivion, it seems to me...
Or the best part is to join the guild of assassins. After a certain mission, your master gives you his horse, and this horse cannot die. When it gets hit, its health decreases, it falls to the ground, but then it gets back up on its own^^
