Hello,
I have an HP vs19e monitor that makes a noise when it's on, and I would like to know if anyone knows why?
Configuration: Windows XP / Internet Explorer 7.0

your screen has a built-in speaker,
whether manually (on the front of the monitor, not with the Windows software) or by remote control, turn its volume to zero.
its internal volume must have been increased, this can be done with the remote control of the TV if your monitor is of the same brand.
you may have directed this remote control poorly
and of course, you couldn't know if you have a pair of speakers for your PC connected to your sound card.

this is a possible case, as it happened to me (Samsung monitor, Samsung TV in the same room...)

otherwise: sound card option mute or lower microphone/webcam inputs for example..

It's often due to either the monitor or the amplifier that it's connected to that is whistling (yes, it whistles because the volume is high and also because there is no music playing) and that sound is just horrible..
