    You can call his voicemail directly, you will hear his greeting without the phone ringing.
    In Belgium
    For Base: +32 486 19 1935.
    For Mobistar: +32 495 95 5003.
    For a Proximus message: +32 475 15 1232.
    Then dial the desired number.
