It’s a concept that existed under Windows NT, which was removed starting with Windows 2000.
The primary domain controller was the server that housed the SAM database of a domain (the security database that managed authentications among other things). This database was replicated to secondary controllers. If the PDC (Primary Domain Controller) went down, one of the BDCs (Backup Domain Controllers or secondary controllers) took over.
