My computer says theft mode enabled

Hello,
while I'm working on my computer, my screen goes blurry and a message appears on my screen "theft mode enabled". I would like to know what that means and how to fix it. I'm using Windows Vista.
Configuration: Windows Vista Internet Explorer 7.0
