Sending an email to Portugal

Hello,
Can someone help me? I'm desperately trying to send emails to Portugal, to organizations like Town Halls, associations... after the @ there's clix.pt e.g. machintruc@clix.pt, and I keep getting messages saying that the email could not be delivered. I'm using either my hotmail account or orange.fr, but nothing works.
Thank you in advance to those who can provide a solution

      Hello and thank you for looking into my case. The email address I use is the one listed on the official site (whether it's a newspaper, a town hall, a company...) I click on the "contact" or "send a message" link and that's it, I type my message and send it. I tried removing the "pt" and replacing it with "com" but that didn't work either.
